BBC Gaza Programme Ruled a 'Serious' Violation of Media Rules, Says Ofcom

The BBC committed a "major breach" of broadcasting rules by not revealing that the voice of a documentary about the Gaza conflict was the offspring of a Hamas representative, according to UK media regulator Ofcom.

An inquiry by the media regulator into the programme Gaza: How to Survive a Warzone has determined that the programme was "materially misleading".

The chief executive of the broadcaster had earlier expressed regret, saying there had been "a serious error in relation to accuracy".

The authority has ordered the broadcaster to air a peak-time announcement about its conclusions.

"Since this amounts to a significant violation of our rules, we are directing the corporation to air a announcement of our findings against it on BBC Two at nine o'clock in the evening, with a timing to be determined," the regulator stated.

'Risk to Undermine Trust'

The watchdog's report stated: "The inquiry we conducted determined that the documentary's omission to reveal that the voice's male guardian served in a role in the Hamas-administered government was substantially inaccurate.

"Consequently that the public did not have essential details which may have been highly relevant to their assessment of the presenter and the details he presented.

"Confidence is at the core of the bond between a broadcaster and its audience, notably for a national broadcasting corporation such as the British Broadcasting Corporation.

"This failing had the potential to damage the very considerable amounts of confidence that audiences would have placed in a documentary produced by the BBC about the conflict in Gaza."

The documentary was pulled from the BBC's streaming service in February after the presenter's family links came to light, and in this past July an corporation's own inquiry found it infringed the organization's editorial guidelines on factual correctness.

A BBC spokesperson commented: "The authority's determination is in accordance with the conclusions of the internal assessment, that there was a significant failing in the documentary in relation to the broadcaster's journalistic policies on truthfulness, which reflects regulation 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we comply with the authority's determination in full. We will comply with the penalty as soon as the schedule and language are confirmed."
